Revised scheme recommended for approval
A REVISED, outline planning application for a residential development of 40 new houses in Upper Tean will be reviewed for a second time by members of the District Planning Committee tomorrow, Thursday.
The proposal, which relates to a 4.33 ha site that currently takes the form of agricultural grazing land, fronts Tenford Lane and borders the northern edge of Upper Tean.
The application is to be determined by the committee owing to it being a major proposal which is locally contentious.
The resubmitted scheme proposes that the main area of open space be relocated to the western end of the site to create a greater separation distance between the proposed dwellings and the adjacent kennels.
This is intended to address the noise issues associated with the kennels which formed the reason for refusal of the previous application.
The existing access point off Tenford Lane at the most westerly end of the site would be retained and widened.
In response to the scheme 58 individual representations of objection have been received by the planning department at Staffordshire Moorlands District Council.
Objections have also been put forward by Cheadle Town Council and Checkley Parish Council.
Officers working for the District Council have recommended that council members approve the application subject to the prior completion of a Section 106 Agreement to secure the required 33% onsite affordable housing, financial contributions towards both education and play space, formal sports, as well as management agreement for the on-site open space provision and ecological area and to a number of other conditions.
The application will be discussed at a meeting of the Planning Committee tomorrow, Thursday 15th June, at Moorlands House, Stockwell Street, Leek starting at 2pm.
